This sign tells you two things. The upper panel tells you that you’re not allowed to wait during the times shown. The bottom panel tells you that you’re not allowed to load or unload during the times shown. The information on the bottom panel relates to the direction of the arrow, the top panel information applies to the waiting restrictions in both direction.
